That alone doesn't prevent it from working however, and clicking on it gave me a download of windows live marketplace, which after installing allowed the game to run just fine. A d3d9.dll is a dll file from DirectX 9, which is made by Microsoft and Direct X in general is commonly used by games. (There is currently up to Direct X 11.1 (Windows 7+)). So yes it is safe.
